ID cards to senior citizens of Bhubaneswar soon

The commissionerate of Police on Sunday assured senior citizens of Bhubaneswar that issuing of identity cards for them would be resumed soon. Through these ID cards, senior citizens can get police help at any time and extra attention from their local police station.

The SCSC scheme had been started in 2010 with an objective to build a sense of security and confidence among the senior citizens. A nodal officer has been engaged at every police station in the city to look after the safety and security of the elderly. At present, these officers visit them at regular intervals of two-three months. But, Sharma said the nodal officers would now visit the senior citizens every month to inquire about their physical security and problems.

Govt mulls portal to overseestate disaster response system

The has decided to create a web portal to monitor and manage the disaster response system in districts during emergencies and rescue operations.

Since ODRAF (Odisha Disaster Rapid Action Force) andOFES(Odisha Fire&Emergency Service) are the first responders during emergency, rescue and evacuation operations, we want to further streamline their Services. A web portal will be developed for inventory of all disaster response equipment, vehicles and accessories available at ODRAF units and fire stations in districts for proper tracking, timely repair and maintenance. This will ensure functionality of the emergency equipment for optimum utilization at the time of disaster, a senior government official said.

While ODRAF has 20 units in the state, OFES has around 345 stations across Odisha.

Bhubaneswar 4th among top 10 liveable capital cities in India

The state capital has emerged as the fourth ranked city among the top 10liveable capital citiesin India in the Ease of Living Index Report 2020, released by the New Delhi-based Centre for Science and Environment (CSE) on Saturday. According to the report, Bengaluru is the most liveable capital city in India followed by Chennai and Shimla.

While Bhubaneswar scored 59.85 points in Ease of Living Index, Bengaluru, Chennai and Shimla got 66.7, 62.61 and 60.90, respectively. Mumbai fetched 58.23 points with Delhi getting 57.56.
Four parameters – Quality Of Life, economic ability, sustainability and perception of citizens – were used to determine the score on the Ease of Living Index. While theOdishacapital scored the highest – 94.8 points – in citizen perception survey, it did not do so well in ability parameter, managing just 11.57 ranking points out of 100.

Sanctuaries in 2 Odisha districts turn Maoist dens

With Maoist activities again rearing its head in two neighbouring westernOdishadistricts of Kalahandi andNuapada, their wildlife sanctuaries Karlapat and Sunabeda respectively have again turned into the preferred hideouts of the Naxals, Police said.

While Sunabeda Wildlife Sanctuary helps them shuttle between Chhattisgarh and Nuapada, Karlapat serves as their passage between Kalahandi and Kandhamal because of the contiguity of forests. Karlapat links with the forests of Kandhamal. Maoists operating in Kandhamal use Karlapat as their shelter as they put up camps in the forest, said additional director general of police (operations) Amitav Thakur.

Taking a step towards transparent governance, the Odisha Government has brought into force a long awaited amendment in the Societies Registration Act.

A senior functionary of the said the amendment will help authorities to monitor and regulate the activities of both the State and district level societies in a much better manner.

The Societies Registration Act, 1860 which was amended vide the Societies Registration (Odisha Amendment) Act, 2021 was notified vide Gazette number 743 dated 13.05.2021 and the appointed date for coming into force of the amended Act was notified on May 21.

For speedy disposal of grievances/ cases on intra-societal conflict, the present amendment empowers any member of the Society to file a petition in the Court of Senior Civil Judge having jurisdiction over the place at which the office of the society is situated, he said.

As per the present amendment, any society registered under the Act shall not distribute among its governing body members or general members in cash or kind, any profit or surplus that may have accrued from its activities. For non-submission of annual audit report with balance sheet to the Registrar of Societies, the registration certificate of the societies is liable for cancellation, the amendment stipulates.

A registered society is viewed as a separate legal entity, built for development of fine arts, science, or literature or for providing useful knowledge for charitable purposes, the statute describes.

In a first-ever census of its kind in the country, forest officials in Odishas Bhitarkanika have sighted 179 mangrove pitta birds, which are known for their exotic and vibrant colours. These beautiful birds are found exclusively in the mangrove forest areas of Bhitarkanika in Odisha and Sundarban in West Bengal. According to the International Union for Conservation of Nature (IUCN), the species has been assessed and classified as Near Threatened

The Mangrove Pitta birds habitats are limited to mangrove forests in Bhitarkanika of Odisha and Sundarban in West Bengal.

The first census in India was conducted to analyze the Population of these birds.

The highest number of these birds were sighted in the Mahipura river mouth area of the Bhitarkanika wildlife sanctuary

Odisha: Govt forms expert teams to monitor functioning of Covid care facilities

The has constituted expert teams both at medical college level and state level, who will visit the established Covid facilities and monitor them for provision of optimal Covid case management.

During the first phase of the covid-19 pandemic in the state, several covid care centres (CCC), dedicated covid https://exam.pscnotes.com/Health“>Health centres (DCHC) and dedicated covid hospitals (DCH) have been set up across the state. Many of them had suspended their operation or reduced the capacity during decline of the first phase of the covid-19.

As the incidence of Covid-19 cases are on the rise currently, the government of Odisha have taken expeditious steps to expand the capacity of treatment facilities for the people of the state. These include expansion of bed, HDU and ICU capacity in government and private hospitals to mitigate the pandemic.

New legal aid clinic for transgenders

TheOdishaState Legal Services Authority (OSLSA), along with NGO Solidarity and Action Against The HIV Infection in India (SAATHII), launched a legal aid clinic for transgender people.

Under the initiative, various facilities such as support in terms of legal Literacy, access to entitlements and services, including transgender identity cards, and protection and in cases of Human Rights violations will be provided to transgenders.

The legal aid clinic, the first-of-its-kind in Odisha and third in India, will benefit the transgender community in availing of free legal aid services.

A large proportion of violence and discrimination was perpetrated by general public (37%), followed by parents, sibling and other biological family members (17%).

Directive to develop software for forest clearance proposals

Chief secretarySuresh Chandra Mohapatradirected secretaries of various departments to make use of the latest provisions of forest laws for expeditious implementation of the critical and development projects.

The chief secretary also directed the forest and Environment department to circulate a simplified guideline with frequently asked questions (FAQs) and answers among the district and field level officers of both the forest and user departments for expediting approvals. The department was also asked to organize regular orientation programme of the forest and revenue officers and update them about latest position of the law regarding development of the critical socio-economic infrastructure.

Around 13 types of essential projects could be approved under the latestForest Rights Act. These include construction of schools, dispensary, fair price shops, electric and Telecommunication lines, tanks, drinking water projects, minor Irrigation projects, canal, water harvesting structures, clean energy, skill training centre, roads, and community centres.Permission of the use of forest land to the extent of one hectarw could be given by the DFOs.

The State Government has sought scaling up of allocation from the National Bank of Agriculture and Rural Development (NABARD) to the extent of Rs 10,000 crore to boost rural infrastructure.

Finance Principal Secretary Vishal Dev is coordinating such an effort as is allocating funding under various programs such as Rural Infrastructure Development Fund (RIDF), Rural Infrastructure Assistance to State Governments (RIAS) Warehouse Infrastructure Fund (WIF) and Long Term Irrigation Fund (LTIF).

Out of Rs 10,000 crore, breakup is Rs 5,000 crore from RIDF, Rs 4,500 crore from RAIS and Rs 500 crore from LTIF programmes. Recently, Chief Secretary SC Mahapatra has also written to the NABARD Chairman to hike the RIDF allocation. During 2021-22, Odisha got allocation of Rs 3,000 crore under RIDF and received sanction of Rs 1,287 crore.

However, looking at the demand for more rural infrastructures, the State Government has intimated the NABARD to allocate Rs 5,000 crore under the RIDF programme.
