States new excise policy provisions challenged in Madhya Pradesh HC

A was filed in theMadhya Pradesh High Courton Saturday challenging certain provisions of the State Government‘s excise policy for 2022-23 announced recently.
The petition filed by city-based social organisation Nagrik UpbhoktaMargdarshak Manchhas claimed some items, like composite shops having country-made and foreign liquor, relocation of existing shops, allowing sale of liquor in supermarkets were in violation of Constitutional provisions.

The state government had issued a notification for the excise arrangement (policy) for financial year 2022-23 on January 21.

The new policy has proposed a reduction in alcohol prices by 20% to increase sales and mop up more revenue. It has also okayed liquor sales in all Airports and select supermarkets in four big cities, while Home bar licences can be obtained by people having an annual income of over Rs 1 crore.

Plan for construction of green field airport to be implemented

Chief Minister Chouhan said that from Madhya Pradesh, being in the middle of the country, it is possible to reach any part at a faster speed. This geographical compatibility makes it easy to realise the potential of and tourism. Prime Minister Narendra Modi and Civil Aviation Minister Scindia are striving to improve air connectivity.

The Prime Minister, Modi has done the auspicious work of the entry of Cheetahs brought from the other continent into the Kuno Palpur National Park on September 17. It has special importance in tourism development.

Madhya Pradesh has become Cheetah State after becoming Tiger and Leopard State. Expansion of air Services in Madhya Pradesh will help in the development of tourism. Chief Minister Chouhan informed that a green field airport is proposed to be constructed in Chachoda village of Dewas district near Indore. For this the land has also been marked.

This plan will be implemented soon. Along with this, work will also be done to increase the length of Rewa and Ujjain air strips in the state.

He received the National Award from the Honorable Governor of Maharashtra Shri Bhagat Singh Koshiyari at the Taj Mahal Hotel Palace Mumbai.

Aim is to bring prosperity in lives of women, youth and farmers: CM

Chief Minister Shivraj Singh Chouhan has said that our aim is to bring prosperity in the lives of Women, youth and farmers. Under the Ladli Bahna Yojana, the amount will be made available to the Bahna’s gradually from Rs 1000 to Rs 3000 every month. By August 15, one lakh people will be recruited in government jobs in the state. After this, government jobs will be made available to 50 thousand more youths. Chief Minister Chouhan said this at the Mukhya Mantri Ladli Bahna Sammelan at Raghogarh in Guna district on Saturday. Union Civil Aviation Minister Jyotiraditya Scindia, State Energy Minister and in-charge of Guna district Pradyuman Singh Tomar, Panchayat and Rural Development Minister Mahendra Singh Sisodia, public representatives and a large number of Ladli Bahna participated in the programme.

In the presence of Chief Minister Chouhan and Union Minister Scindia, development works worth Rs 134 crore 12 lakh were e-dedicated and laid foundation stones.

Chouhan said that on the 10th of every month, the government is doing the work of depositing in the accounts of Ladli Bahnas. On the coming 10th, the amount will be added to the accounts of the Bahnas again. Every year the government will put an amount of Rs 15 thousand crore in the accounts of the Bahna . The Chief Minister said that it will be announced on the 10th itself that now 21 year old Bahnas will also be included in Ladli Bahna. Along with this, the Bahnas who have a tractor in their family will also be given the benefit of this scheme.

The Chief Minister said that the government will leave no stone unturned in the development of Raghogarh. Before the year 2003, there was no road, no electricity and no drinking water in Raghogarh. The condition of the roads was also very bad. After 2003, we have undertaken many development works here and we will not let the pace of development stop.

Union Minister Scindia said that the central and state governments have worked to promote women power, so that women power can decide the path of their own progress. Daughters are no longer a burden in the country and the state. The Beti Bachao-Beti Padhao programme launched by Prime Minister Narendra Modi and Ladli Lakshmi, Ladli Bahna and Mukhyamantri Kanya Vivah-Nikah Yojana launched by Chief Minister Chouhan have played an important role in this. The work done in Madhya Pradesh in the field of women Empowerment is exemplary in the country.

Scindia said that before 2003 there were many problems in Raghogarh area, people had to worry even for basic facilities but after 2003, the doors of development opened and people are now getting better facilities.

Transgenders now on OBC list in Madhya Pradesh, can avail of 14% quota

In a major decision in election year, theShivraj Singh Chouhancabinet on Tuesday approved inclusion oftransgendersin the OBC list of Madhya Pradesh. Briefing reporters after the cabinet meeting, minister for medical Education Vishwas Sarang said, “Recently, The Supreme Court recognized transgenders as the third gender and directed that the community should be given reservation benefits in educational institutions and appointments.
The state had 93 castes and communities as part of the OBC list in Madhya Pradesh. Today, the cabinet approved including transgenders as the 94th community on the list ofOBCs.”

This means transgenders can now apply for jobs and admission in educational institutions in MP under the 14% quota allocated for OBCs. There are approximately 30,000 transgenders in the state. The OBCMahasabhais fuming at this decision.

Kushwaha said that according to the 2011 census, MP has 51.5% OBC Population. “While the general category gets 50% jobs, reservation for scheduled castes is 16% and scheduled tribes is 20%.
OBCs are the largest population but get only 14% reservation. We condemn this move by the BJP government and will move court. If the government wants, let it give reservation rights to transgenders separately and not cut into our small portion,” he said.

Mukhya Mantri Jan Seva Abhiyan is a campaign to change the lives of the common man, through this the is doing the work of increasing happiness in the lives of the people by providing benefits of the schemes.

This was stated by the Minister for Micro, Small, Medium Enterprises, Science and Technology Omprakash Sakhlecha while distributing the benefit letters to the beneficiaries of various beneficiary-oriented schemes in the Mukhya Mantri Jan Seva Abhiyan programme at Morvan in Neemuch district on Thursday.

Minister Sakhlecha said that 40 thousand 642 applications were received in Jawad area under Mukhya Mantri Jan Seva Abhiyan, out of which 38 thousand 650 beneficiaries have been approved.

Under the lien, not only residential pattas are being provided by the government, but the concerned beneficiaries will also be registered lien pattas. With this they will also get the ownership rights of the land and they will also be able to get loans from the banks for houses and other needs on the said land.

Minister Sakhlecha said that Swachhata Raths have been provided for door-to-door garbage collection in all gram panchayats in Jawad area. Cleanliness campaign is an important campaign for the prevention of diseases. Minister Sakhlecha distributed smartphones as a token to 10 Anganwadi workers on behalf of the Women and Child Development Department in the camp and provided benefit letters to five beneficiaries under Pradhan Mantri Matru Vandana Yojana and 10 beneficiaries under Ladli Laxmi Yojana. Rs 4 lakh 50 thousand was provided to three women self-help groups under Livelihood Mission.

SSEL inks MoU with German firm for setting up of 4GW manufacturing unit

Shirdi Sai Electricals Limited (SSEL) that emerged as one of the successful bidders in IREDAs bid invite for manufacturing ‘High Efficiency Solar PV Modules’ as a part of the Aatmanirbhar Bharat Abhiyan was issued a Letter of Award on November 11, 2021.

SSEL has achieved yet another key milestone by signing an MoU with Viridis.iQ GmbH, a German engineering and consulting Services firm to assist SSEL in setting up of the 4 GW manufacturing unit for Polysilicon + Ingot-Wafer + Cell + Module in the presence of his excellency P Harish, the Indian Ambassador for India in Germany.

The initiation of this project is planned in a phased manner. In the Early Stage both SSEL and Viridis.iQ GmbH will finalize the conceptual design, devise the business plan to kickstart the project after which Viridis.iQ GmbH will extend the necessary technical/engineering support followed by construction and Operations to start. Post the start of Operations, the project shall be supported by Viridis.iQ GmbH for up to one year to stabilize the Operations.

Madhya Pradesh notifies PESA Rules on the occasion of Janjatiya Gaurav Divas

Madhya Pradesh has notified its PESA Rules on the occasion of Janjatiya Gaurav Divas on 15thNovember, 2022. At the State Level Janjatiya Gaurav Divas Sammelan at Shahdol in Madhya Pradesh, Governor of Madhya Pradesh Shri Mangubhai Patel handed over the first copy of the Panchayats (Extension to Scheduled Areas) Act () Manual to the President of India Smt. Droupadi Murmu.

The PESA Act, now under implementation in Madhya Pradesh, will empower the Gram Sabhas to take decision on the rules and regulations with regard to all Resources“>Natural Resources in the forest areas. The PESA Act will give more constitutional rights to the tribal people to reap the benefits of natural resources from the forest areas where they live.

With the objective of effective implementation of PESA, Ministry of Panchayati Raj circulated Draft Model PESA Rules in 2009. Based on continuous advocacy and Persuasion by the Ministry of Panchayati Raj eight States namely; Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Maharashtra, Madhya Pradesh, Rajasthan and Telangana have notified their State PESA Rules under their respective State Panchayati Raj Acts. Recently, State of Chhattisgarh has notified their PESA Rules on 8thAugust, 2022. In the States of Jharkhand and Odisha the process of inter-Departmental consultation is still in progress.

To bring the people residing in Fifth Schedule Areas in the mainstream, the Parliament, in terms of Article 243M(4)(b) of the Constitution, has enacted the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA) to extend Part IX of the Constitution, relating to Panchayats, to the Fifth Schedule areas, with certain modifications and exceptions. States, having Fifth Schedule Areas, have been empowered to make Panchayat Laws for these areas.

CM Teerth Yojana: Air services for pilgrims by Feb

The Mukhyamantri Tirth Darshan Yojana by air would start in February. The beneficiaries would be taken toRameshwaramfrom Indore. The selection of beneficiaries would be done through a lottery at the districts level.Madhya Pradeshwould become the first state to take pilgrims by air under a government scheme. Around 400 devotees would be taken in a batch.

The idea of taking senior citizens by air for pilgrimage was first discussed earlier this year after which the process was initiated.
