Haryana moving from e-governance to good governance: CM

Haryana Chief Minister Manohar Lal Khattar on Saturday said that the while using Information Technology is constantly working towards envisaging Prime Minister Narendra Modi’s vision of transforming India through e-Governance thereby making the lives of the people of the State better by bringing various Good Governance reforms.

He said that in Good Governance reforms brought in by the State Government, such a systematic system has been developed under which people do not have to make frequent visits to headquarters in Chandigarh or the district offices to get their work done. They can take advantage of all the government schemes at the nearest Community Service Centre (CSC) in their village or online while sitting at their homes only.

Khattar said that the Parivar Pehchan Patra would be a strong document in moving towards the direction of good governance in the state, due to which it would be easy to fetch the benefits of the welfare Services automatically. With this robust system now under the Old Age Samman Allowance, the pension of the beneficiary will start automatically. Now elderly people need not to apply anywhere as the pension automatically starts when one attains the age of 60. In the villages of the state, the work of generating the property cards under the Swamitva Yojana has been started by abolishing the old system of Lal Dora. Under this scheme, so far 13 lakh 47 thousand 609 people have Swamitva cards in the state.

He said that Antyodaya Parivar Utthan Yojana has been started to bring the poorest of the poor into the mainstream. By strengthening the online system, the government started giving direct benefits to the beneficiaries under the DBT scheme. The government has created an online transfer policy and started giving jobs on the basis of merit to ensure complete transparency. These services were brought under the purview of the Right To Service Act to make the benefits of government services reach the public in a time bound manner. Now the accountability of the department and the officer has been fixed for not giving the benefit of the service on time. The Government started the Dial-112 scheme, due to which people are getting Police help in just 15 minutes. Now, for the convenience of hearing and speaking people with disabilities, sign language experts will sit in dial-112 through video call and the police will help them after listening to their problems.

Historic MoU between J&K and Haryana govt expected to strengthen IT initiatives: LG Manoj Sinha

Lieutenant governor Manoj Sinha signed a historic MoU between the IT department of J&K and DITECH Haryana one-Governance.

“This agreement is expected to strengthen and deepen the collaboration on knowledge sharing, IT initiatives & best practices in e-Governance, said Sinha while addressing the valedictory session of the 25th National Conference on e-Governance atShri Mata Vaishno Devi University.

The event witnessed the launch of the J&K Vision Document and J&K Cyber Security policy and a historic MoU between the IT Department of J&K and DITECH Haryana.

Under the guidance of PM Narendra Modi, J&K UT is an emerging model of digital government with a focus on transparent governance and a citizen-centric approach to delivering public Services, he said.
Observing that technology is making a real difference in people’s lives, the LG said that in 2013, the total number of e-transactions was merely 20 lakh.

Haryana govt considers MSP on stubble to check burning

As a measure to check Air Pollution, the Haryana government is considering announcing a minimum support price (MSP) onstubbleso that farmers sell their crop residue instead of burning it, chief minister Manohar Lal Khattar said on Wednesday. He said the number of stubble burning cases has come down substantially in Haryana.

The gives Rs 1,000 per acre to farmers for not burning the crop residue, Khattar said, adding that it also helps them sell the crop residue to refineries and other industries.

Free Education Scheme Announced In Haryana

Manohar Lal Khattar, Haryana CM, declared a free Education scheme to boost the level of education in the state.

scheme has been proclaimed to those whose verified family income is lower than Rs. 1.80 lakh per annum.

An announcement was made under Haryanas Super 100 Programme.

Through this scheme, the tries to assure that talented students from low-income families will not lose a chance to go on with their dreams.

As per New Education Policy-2020, the state is setting up institutions wherein education will be provided from KG to postgraduate levels.

In the initial phase, this system will be made in four universities.

The Kurukshetra University has then started preparations to take admission under the KG to PG scheme for the academic session 2021-22.

Digital Reformations

The government has also brought digital improvements to replace human interface across every wing of the government.

Online teachers transfer policy has also been initiated under NEP 2020 in Haryana.

The government has also made several other improvements to make the system paperless, faceless, and transparent.

National Education Policy (NEP) 2020

NEP 2020 was announced by the Ministry of Education to transform the Indian education system for meeting the needs of the 21st Century.

It seeks to rectify poor Literacy & numeracy outcomes related to primary schools, adopt a multi-disciplinary approach, and reduce dropout levels in middle & secondary schools.

It also focuses on reform assessments & exams, and early childhood care.

Haryana set to double power supply from renewable sources by 2024

With growing shortage of conventional electricity and prolonged outages, theHaryanagovernment aims to increase thepower supplyfrom renewable sources by nearly two-fold in the next two years, from the existing 2207 MW to 4264 MW. The power department is expected to add an additional capacity of 1176 MW in 2022-23 and another 881 MW in 2023-24.

Despite taking several initiatives for the promotion of in the state, the pandemic put a break on the efforts of theHaryana Power Purchase Centre it faced constraints in meeting renewable power purchase obligation (RPO) targets.

Haryana was among the first few states to recognise the importance of green power and the need to decarbonise the state and also the fiscal constraints of discoms.

Aditya Birla Group will invest Rs 1140 crore in Haryana for setting up a large paint manufacturing facility in the state with Chief Minister Manohar Lal Khattar handing over a regular letter of allotment to a team of Aditya Birla Group for setting up a large paint manufacturing facility in Panipat.

An allotment of 70 acres of land to Aditya Birla Group in Panipat has been made for setting up the paint manufacturing facility with an of Rs 1140 crore. The COO Ajit Kumar, Regional Head Piyush and Project Head Kalimuddin from Aditya Birla Group on Friday called upon Khattar for the project. They assured to start the project immediately and complete the same in the shortest possible time.

Haryana Chief Minister Manohar Lal Khattar will launch the Auto Appeal Software programme of Haryana Right to Service Commission on Wednesday. With this, Haryana will become the first State in the country to introduce such a system.

Chief Commissioner of Haryana Right To Service Commission, TC Gupta said that if a person’s work is not done within stipulated time period and that work comes under the purview of the Right to Service Act, then the application under the Auto Appeal Software will go to the Appellate Authority. If the work is still pending, then the application will go to the higher authority. If work is still pending at both these levels, then the application will come to the Commission, he said.

Gupta said that with the introduction of Auto Appeal Software, people will get a huge relief and their work will be done within a stipulated time frame. Officers or employees will no longer be able to adopt a casual Attitude. Failure to do so may result in action from the clerk to the head of the department, he said.

He said that if an officer or employee is fined thrice, he may also have to lose his job.

The Right To Service score on Antyodaya Saral Portal comes out to 10. Barring two-three districts in the state, the RTS score of almost all the districts is appropriate, but still further improvements are required. However, it has also been seen that many departments have low RTS scores and they have been directed to further improve it, Gupta said.

Haryana Additional Chief Secretary, Revenue and Disaster Management Department, Sanjeev Kaushal on Sunday said that the Swamitva Yojana will be implemented in the state by September 15, 2021.

He said that the drone survey has been almost completed in the state and the work of drafting maps in Svamitva Yojana is under process.

Kaushal while talking to the mediapersons here said that all the Deputy Commissioners of the state have been directed to complete all the work to implement Svamitva Yojana in their respective districts by September 15.

He said that the work of conducting drone surveys is almost completed in Haryana. The drone survey that was pending in two districts namely Sonipat and Yamunanagar has also been completed now. The work of drafting maps is underway as per Svamitva Yojana, he said.

Haryana cabinet approves new state startup policy

The Haryana cabinet chaired by CM Manohar Lal Khattar on Monday approved anew Haryana State Startup Policy 2022formulated by the Department of Information Technology, Electronics and Communication, Haryana.

Through this policy, aims to boost and nurture the vibrant startup ecosystem in Haryana to stimulate independent thinking and innovative ideas and help budding startups at different stages of their entrepreneurial journey.

Haryana government claims to have followed a proactive approach to facilitate Ease of Doing Business for startups in the state. State has carried out extensive policy interventions to position Haryana as a pre-eminent Investment destination.

There are 3910 Haryana-based startups as of June 15, 2022 stand recognized by the Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, Government of India. A Startup Haryana Cell is being established in the Department of Information Technology, Electronics and Communication to oversee the implementation and other institutional activities of this revised policy.

It is expected that at least 5,000 new startups would be established in Haryana over the next 05 years (within policy period) providing direct & indirect EMPLOYMENT to 75,000 persons.

As the deadly second wave of COVID-19 appears to be waning in the state, Haryana Government has decided to conduct the third serological survey in all 22 districts.

The state’s Health Department had last year conducted two serological surveys in Haryana, first in August 2020 and second in October 2020. The sero-survey analyses the blood samples of selected individuals for anti-SARS-CoV-2 IgG antibodies. It helps in determining a rough estimate of how much Population has been exposed to the virus.

Haryana, which is currently under lockdown restrictions, has been witnessing decline in fresh COVID-19 cases and deaths since mid-May.

With the fatality rate of 1.11 percent, Haryana has seen 8383 COVID-19 related deaths till June 1. The cumulative case tally stands at 757868 while around 733205 have recovered from the virus with the state recording recovering rate of 96.75 percent.
