Uttam Beej Portal Launched By Haryana Government

Manohar Lal Khattar, the Chief Minister of Haryana, has established the ‘Uttam Beej portal,’ which will aid Haryana farmers by offering excellent seeds with transparency.

Highlights:

The portal will ensure the quality of certified seeds by providing transparency into the seed production program organized by both the government and private seed generating institutions.
Meri Fasal Mera Byora Portal and Family Identity Card ID have been linked to his seed portal.
Meri Fasal Mera Byora Portal provides information to all farmers who own land or have leased land and want to market their crops.
Farmers will now have access to high-quality seeds, which will help them increase their productivity and earnings.
Non-public visa firms, like government visa businesses, will need to register as well.
Haryana’s capital is Chandigarh, with Bandaru Dattatreya as Governor and Manohar Lal Khattar as Chief Minister.

Haryana ranked second in country rural ranking; Bhiwani first in survey

On the basis of Swachh Survekshan Grameen-2022, ODF sustainability for total sanitation, and excellent implementation of various components of ODF plus, Haryana secured the second position in the country under the category of states having a Population of more than 30 lakhs.

States every department is committed to take the State to the highest progress by adopting innovative working procedures and implementing schemes. Special focus is being given to accelerate development Growth in rural areas along with uplifting their lifestyle.

The Minister said that from September 17 the birthday of the Prime Minister Narendra Modi to October 2 the birthday of the Father of the Nation Mahatma Gandhi, Swachhta Pakhwada is celebrated every year across the country. During the same period, district-level Swachhta Hi Sewa programme was also run in the state.

Under this, cleanliness campaigns were conducted in every village and people were made aware about not using single-use plastic and keeping their surroundings clean through awareness march, prabhat pheris, signature campaigns, community support, and other means.

He said that the fact that the Bhiwani district ranked top in the nation’s overall rural cleanliness survey indicates that both government and the rural public are very concerned about maintaining cleanliness. He informed that in 22 villages of Bhiwani district, rain and dirty water have been managed by making special structures. Along with this, 24 ponds are being renovated and beautified under the Mission Amrit Sarovar project in different villages of the district.

He said that the geographical conditions of Haryana are different in every district. The government and administration are doing a commendable job. Understanding their responsibility toward the Environment, people also have to contribute significantly in keeping their surroundings clean. He added that we all have to adopt a technique for proper disposal of our household garbage which is the need of the hour. Haryana Government is planning to collect garbage from every household in villages on the lines of cities.

The children of poor families, who have been verified under the Parivar Pehchan Patra, will now be imparted education free of cost at the Model Sanskriti Senior Secondary Schools in Haryana.

The decision was taken in a meeting to review the progress of Model Sanskriti Schools held under the chairmanship of the Chief Minister Manohar Lal Khattar here.

To ensure consistent progress of these schools, the Chief Minister directed the senior officers to conduct field visits at these schools and to carry out monthly review of these schools. He suggested that the senior officers of the districts like SDM, DDPO, Tehsildar should adopt Model Sanskriti Schools and sincere efforts should also be made in this regard. He also expressed satisfaction over the work done by the Education Department in setting up these schools.

The Chief Minister said there is a demand to increase the number of such schools due to the consistent progress of these schools. Thus, the officials should work towards enhancing the number of schools while considering its viability, he said.

Khattar further said that it is mentioned in the National Education Policy 2020 that the schools should lay emphasis on national and local languages, so students should be given the option of taking education in English medium as well as Hindi medium in these schools. He said that the schools should give prominence to the quality of education and work on enhancing it consistently.

It was informed that during the budget speech of Chief Minister, an announcement was made to open Government Model Sanskriti Senior Secondary School and Government Model Sanskriti Primary School in each block of the state, so as to render quality education to the students on par with private schools. At present, there are 137 Government Model Sanskriti Senior Secondary Schools and 1,418 Model Sanskriti Primary Schools functional in the state.

The Chief Minister said that the number of children has increased by 27.90 per cent in Model Sanskriti Senior Secondary Schools and 16.73 per cent in Model Sanskriti Primary Schools.

It was further informed that a standardized test would be taken to recruit teachers for Model Sanskriti Senior Secondary Schools.

Haryanagovernment has prepared a scheme of Investment subsidy in lieu of Net SGST to attract moreinvestorsto the state, under which projects from MSMEs and upwards will be given subsidy. Establishment of more industries is expected to create more employment opportunities for the youth.

Dushyant said that a customised package would be offered by the Haryana Enterprises Promotion Board to ultra mega projects across the state. The quantum and duration of subsidy in lieu of net SGST would be decided by this board.

For the first five years, the Industry set up in D-category would be given net SGST of 75% and 35% (maximum 125% of fixed capital investment) would be given for the next three years. Industries falling in the C-category segment would get 50% of net SGST for the first five years and 25% for next three years (maximum 100% of fixed capital investment). B-category industries engaged in this segment would be given 30% net SGST for the first five years, and 15% (maximum of 100% of fixed capital investment) for the next three years from the commencement of manufacturing of commercial products.

Haryana govt approves state EV policy, announces sops to manufacturers

TheHaryanagovernment approved the State Electric Vehicle (EV) Policy 2022 offering several financial incentives to EV manufacturers. A decision in this regard was taken at a meeting of the state cabinet which met here under the chairmanship of Chief Minister Manohar Lal Khattar.

TheEV policyoffers various financial incentives to EV manufacturers by giving incentives on fixed capital (Fci), net SGST, stamp duty, EMPLOYMENT generation, etc, an official statement said.

There is 100 per cent reimbursement of stamp duty along with exemption in electricity duty for a period of 20 years.

The SGST reimbursement shall be 50 per cent of the applicable net SGST for a period of 10 years. Companies manufacturingelectric vehicles, components of electric vehicle, EV battery, charging Infrastructure etc. shall be incentivized with capital subsidy.

Mega Industry shall get capital subsidy at 20 per cent of FCI or Rs 20 crore whichever is lower; large industry will get subsidy of 10 per cent of FCI up to INR 10 crores, for medium industry 20 per cent of FCI upto Rs 50 lakh, for small industry 20 per cent of FCI up to Rs 40 lakh and for micro industry 25 per cent of FCI up to Rs 15 lakh.

Under this policy, units setting up batteries disposal units will get 15 per cent of FCI up to Rs 1 crore.
The policy provides for employment generation subsidy of Rs 48,000 per employee per annum for 10 years in lieu of Haryana domiciled manpower being employed with EV companies.

Haryana Government will formulate a policy to manufacture electric vehicles and convert petrol-diesel vehicles into electric vehicles in the State for which suggestions will be invited after consultation with vehicle manufacturers and industry experts.

The has decided to formulate a policy to promote eco-friendly electric vehicles instead of diesel-petrol vehicles that cause pollution. He said that apart from the purchase of new electric vehicles, the existing vehicles would also be replaced with electric vehicles at the end of their time. This work will be completed in a phased manner. In order to ensure that there is no problem in charging the vehicle, charging stations will be set up in every city as well as on main roads.

Hry amends policy for licensing indl colonies

In yet another move to push industrial clusters across the state, theHaryanatown and country planning department has amended the policy for licensing industrial colonies/parks by restructuring zoning.
Apart from no capping on upper limit of area (in acres) for carving out industrial park or colony, the minimum area has been reduced from 50 to 25 acres, providing a second slab till 100 acres against the previous one till 200 acres. Department officials said the move would encourage more players of all levels to participate.

Unlike 2015 policy, which provided for special package for industrial colony for 200 acres and above, the new policy would provide for 100 acres and above. On zoning of industrial colonies/clusters, in 25-acre colony, 65% area would be saleable, with a minimum of 45% for industrial plots and 20% for residential and commercial area. The commercial area would not be more than 5%.

In the category of 100 acres and above, out of 65% saleable area, the entrepreneur or agency carving out industrial colony would have to ensure a minimum 35% of industrial plots and 30 % of residential and commercial areas. In all categories, colonisers would have to shell out a minimum of 10% mandatory areas for community Services to be provided by third parties. In a bid to ensure uniform Growth, the has already executed plans of having dedicated industrial clusters in districts and blocks.

To ensure proper healthcare facilities in deep pockets of rural areas of the state, Haryana Chief Minister Manohar Lal Khattar on Tuesday launched the pilot project of Sanjeevani Pariyojana, an initiative to combat the second wave of COVID-19. The project was launched in Karnal through video-conferencing and will be implemented in other districts of the state subsequently.

He said that there was a sudden surge of cases during the second wave and it was then that the swung into action and made efforts to meet the demand of medicines, Oxygen cylinders, ICU beds et al. Also, when the contagious virus reached the villages the State Government formulated policies to contain the spread of the virus starting from constituting committees to monitor COVID cases in rural areas to setting up Isolation Centres and subsequently launching Sanjeevani Priyojana is a giant step in augmenting healthcare Services in the state, he said.

While laying emphasis on post CovidCare, Khattar said it is important to monitor Health post COVID as there has been a surge in black fungus.

With the implementation of Sanjeevani Priyojana, the State Government will be able to enhance the medical facilities and will provide three-tier medical Infrastructure for patients, including isolation wards at the village level, sub-centre level and at primary health care centres for patients with mild symptoms, community health centres or field hospitals at a zila or sub-district level for patients with moderate symptoms in need of oxygen and advance medical centres at larger government civil or private hospitals equipped with ICU facilities for critical COVID patients.

Haryana police get 1st position in CCTNS ranking

The Haryana Police have secured the first position in the latest Crime and Criminal Tracking and Network System (CCTNS) pragati ranking released at all-India level. The state police secured the top position with 99.99 marks.

Haryana DGP PK Agarwal has congratulated the entire police department for repeating this achievement. He said excellent performance in the field of CCTNS at the national level would boost the morale of the police to further use this technology more efficiently in their daily work.

Khattar launches self-employment scheme for needy

Chief Minister Manohar Lal Khattar on Saturday launched the Mukhyamantri Shato Udyami Sarathi Yojana to help youth become self-employed.

Under the scheme, five experienced persons of the Society will be appointed as guides for 100 families and will make them aware of the benefits and take them forward. The guides with the spirit of social work will be known as sarthis (mentors). People wishing to serve the society will have to register themselves on the Samarpan portal, the CM said while addressing a gathering at the Mukhyamantri Antyodaya Parivar Utthan Mela on the premises of the SDM office in Gharaunda.

Khattar further said no person in the state would live below the monthly income of Rs 15,000 and for this, melas were being organised in all districts. He said 11 lakh such families were identified whose annual income is less than Rs 1.80 lakh and 160 such melas were organised in December last year. So far, 3.5 lakh people had benefitted from the scheme so far. Now, the second phase of these melas has started from March 2. At least, 250 melas will be organised till March 17.
