Haryana Government on Monday launched the CHIRAYU Haryana (Comprehensive Health Insurance of Antyodaya Units) scheme to expand the Ayushman Bharat benefits to around 29 lakh beneficiaries having in annual income limit of Rs.1.80 lakh.

The scheme was launched during a state-level programme held at Manesar, Gurugram and after the launch, Chief Minister Manohar Lal Khattar distributed golden cards to 12 beneficiaries. With the launch of this scheme, eligible families will now not run from pillar to post for making financial arrangements to get better treatment facilities.

The CM said the data of the beneficiaries has been shared with the National Health Authority so that it can be linked to the AB-PMJYA portal and PPP ID. Integrated data is being shared with all districts to identify eligible beneficiaries, and registering them so that the work of generating their cards in mission mode. He said that the present has increased the BPL annual income limit from Rs. 1.20 lakh to Rs 1.80 lakh. Golden cards are being made for these families. He said that camps would also be organized at the district and block level for beneficiary identification and the work of making the golden cards to cover all the beneficiaries of Antyodaya families will be done on mission mode. It is expected that everyone will get these cards by December, 31.

He said that emphasis has also been given to promoting 5S Shiksha, Swasthaya, Suraksha, Swabhiman and Swavlambhan to ensure the holistic development of Haryana. Haryana is at the forefront of the country among the big states, it is being ensured that the people of the state get the benefit of the basic facilities and this is the reason PPP is implemented. A film prepared by the Information, Public Relations and Languages Department was also screened on the occasion.

The Haryana government has finalized a Memorandum of Understanding with the government of Dubai, the governing authority of the Emirate of Dubai, for cooperation in various economic activities.

These activities include promotion and land development, including but not limited to real estate development, industrial parks, IT parks, multi-purpose towers, mixed use townships, innovation centres and projects related to Logistics in Haryana, the State Government said in a statement on Friday.

Under the terms of the MoU finalized earlier this week, the Government of Dubai will identify a suitable entity to assist with identifying the potential areas of collaboration assessing the viability of projects and finalisation of definitive agreements and support the state government in identifying potential investors based in UAE.

The MoU is expected to boost investment in Haryana and strengthen the Bonds of economic and cultural ties between Dubai and Haryana, it said.

Haryana with strategic locational advantage, robust industrial Infrastructure, strong connectivity, robust policy frameworks and large pool of skilled manpower has emerged as one of India’s most industrialized states, it said.

Government schools in Haryana have seen a 25% increase in overall enrolment in the 2021-22 academic session, data sourced from the Education department shows.

This, officials said, was the highest enrolment in government schools in the past five years a reflection of the effect the pandemic and the lockdown had on the education system that forced many private schools to shut down and parents with lost livelihoods to pull out their children from institutions they could no longer afford.

While 20 lakh students had taken admissions in government schools in the last academic year, the number increased to 25 lakh this time. When enrolment had started in July this year, the education department boasted of over 2 lakh new admissions and projected that the number would increase over the next few months as admissions were still open.

Gurgaon was on the fifth spot in terms of overall enrolment. Admissions to government schools in the district rose from 1.2 lakh students in 2020 to around 1.5 lakh this time, an increase of 20%.

A first-of-its-kind policy in Haryana has proposed lucrative pay scales and designations to attract new specialists to join the states Health Department and to retain the specialists already working in the Department.

The draft policy released by the has proposed a strength of 3148 doctors in general cadre and 2090 in specialist cadre in the Health Department. These doctors include medical officers, senior medical officers, civil surgeons, DHS, ADGHS, DGHS, senior consultants, Deputation/PG/Leave Reserve.

Under the policy, the specialists of Hospital Administration. Public Health and Community Medicine would be posted on the administrative side but their seniority or pay structure would be as per the specialist cadre.

Plans are underway inHaryanato establish an advanced testing laboratory and a vermi-compost demonstration unit. ICAR-Indian Wheat and Barley Research Institute in Karnal will also set up a wheat-based agripreneurship centre to enhance the income of small and medium farmers. Additionally, Chaudhary Charan Singh Haryana Agricultural University, Hisar, will establish a biopesticide laboratory and a natural farming pesticide production unit at Uchani in Karnal.

These initiatives were approved during the state-level steering committee meeting of the Rashtriya KrishiVikasYojana, chaired by chief secretarySanjeevKaushal. In the meeting, an annual plan worth Rs 1,371.91 crore for the year 2023-24 was also approved. The plans will now be forwarded to the Union ministry of Agriculture-notes-for-state-psc-exams”>Agriculture for final approval.

In order to promote textiles, Haryana Deputy Chief Minister Dushyant Chautala on Tuesday said that the will soon implement the ‘Haryana Aatmanirbhar Textile Policy 2022-25’ in the state. This policy will help in giving wings to the textile Industry in the State and MSMEs will also get a boost. The Deputy Chief Minister, who also holds the charge of Industries and Commerce Department, said that the state government is coming up with ‘Haryana Aatmanirbhar Textile Policy 2022-25’ to promote textiles. It is our endeavour that more and more youth of the state should join MSMEs so that they themselves become employable and are able to provide EMPLOYMENT to other youths also, he added.

Chautala said that in the last few years, investors are coming forward to set up industries in the state, as the government has taken several major steps to improve the industrial Environment, due to which the Prime Minister Narendra Modi has also recognized Haryana for the remarkable work being done in the field of MSME. In this field, where the state has got the third position at the national level, Haryana has also been ranked in the top achievers category in the fifth edition of ‘State Ease of Doing Business‘ released by the Ministry of Commerce and Industry, which is a matter of pride for any state.

He said that Haryana Government’s commitment to provide a conducive ecosystem to the industries has resulted in Haryana getting excellent ranking in Ease of Doing Business, Ease of Logistics and Export Readiness. Apart from this, the state has been ranked first in Export Readiness Index (Land Closed Category)-2021 and second in ‘Logistics is Across Different Status Survey’-2021.

An increase of about 28 percent has been recorded in the first quarter i.e. April to June 2021 as compared to last year, said Dushyant, who also holds the portfolio of Excise and Department.

Elaborating, he said that during the month of June, 2021, the Excise Wing of the Department has collected a revenue of Rs 1004.70 crore whereas during the month of June, 2020, a revenue of Rs. 586.32 crore only was collected. Thus, excise revenue has increased by 71.36 percent in the month of June over the previous year.

Terming the excise policy of Haryana Government as an exemplary policy, the Deputy Chief Minister said that the policy formulated by the Government for the year 2020-21 has taken due care to introduce transparency in allotment of liquor vends through renewal or e-tendering. A total of 1004 zones of retail liquor vends have been renewed in 2021-22 and the Department has achieved a revenue of Rs 3201.46 crore from renewal of these zones against license fee of Rs 2910 crore in the previous year.

He informed that the process of allotment of remaining 159 zones through e-tendering has already started as per a decision taken by the Government. Till now, 12 rounds through e-tendering have been successfully completed.

Cooperation Minister Banwari Lal informed that the Haryana State Cooperative Supply and Marketing Federation Limited (HAFED) has secured a substantial order to export 65,000 metric tonnes of rice in the current year.

The HAFED has achieved a profit of Rs 207 crore during the fiscal year 2021-22, with a turnover of Rs 1,700 crore. This includes the successful export of 20,000 metric tonnes of rice,

Apprising the efforts being made by the Sector to produce high-quality products and ensuring the welfare of farmers engaged in milk production, Lal highlighted the successful implementation of the Sanjha Dairy Scheme in a recent press briefing. It aims to support cattle herders without pasture by constructing sheds in villages and providing them with the necessary Infrastructure to produce milk.

The Sanjha Dairy Scheme has been launched in five strategic locations across the state, including Kaithal, Kurukshetra, Jind and Bhiwani. By empowering animal herders with here, the scheme fosters self-sufficiency and economic Growth within the community.

The Chief Minister said that an ambulance should be stationed round the clock at every CHC so that people visiting these CHCs should get timely treatment and if required any critical patient should be immediately referred to the nearest district office.

He said that last year, an incentive amount of Rs 7,000 was given to the farmers for adopting crop diversification in place of paddy. Now, there is a plan to give incentive to those farmers too who will keep their fields empty so as to increase the land fertility.

The groundwater level in Karnal, which is known as the rice bowl, has been declining at an alarming rate. The district witnessed a fall of more than 11 feet (3.48 meter) in its water table over the last 10 years, according to the report of Irrigation departments groundwater cell.
As per the data, the districts water level was 16.98 meter in June 2012 which dipped to 20.43m in 2022.

Experts believes that water extraction is several times more than recharge. Besides, Illegal ground water extraction and little action is another big reason behind it.

The report reveals that Assandh block record highest depletion as its table has dipped to 27.68 meter in 2022 from 18.66m in 2012.
