Haryana Chief Minister Manohar Lal Khattar said that a new system has been formulated to increase the powers of new panchayats. Whatever grant-in-aid is given to institutions, these institutions have the right to spend it, because they are autonomous institutions.

He said that Panchayat, Block Committee, Zilla Parishad, Municipality, Municipal Council, and Municipal Corporation will also be given more autonomy.

Now the sarpanch will be able to get the work done at his level based on quotations up to Rs. 2 lakhs. The works of more than Rs. 2 lakhs, will be done through tender invited on the Haryana Engineering Works portal, he said.

Under the new system, only the SDO will be able to approve works ranging from Rs. 2 lahks to Rs. 25 lahks at the sub-divisional level, and the sarpanch and Chairman of Block Samiti and Zilla Parishad will be able to give administrative approval for this. Earlier the files regarding approval of works used to come up to the headquarters level, now all approvals will be given at the local level only, said Khattar replying on the last day of the winter session of the Haryana Vidhan Sabha here.

From childcare to government jobs, the has decided to roll out its dedicated scheme, HARIHAR, for the children who have been abandoned or renderedorphans.
In its recentcircular, the government has notified to implement the policy meant for the welfare and care ofabandoned children. In a letter to administrative secretaries of all the departments, it noted that under the policy the state will providefree schooling, higher and technical Education and EMPLOYMENT in Groups C and D of government jobs to all those kids who were abandoned or surrendered below the age of five.

In April, the cabinet had approved the states HARIHAR policy under which it aims at providing free child care, providing jobs on compassionate grounds, and Economically Weaker Section (EWS) status.

Under the scheme, the government will give jobs to orphaned youths only once. After an appointment to any post, the person concerned will not be able to apply for a change of post or department. However, if the beneficiaries clear the competitive examination, then they could opt for going to another department.

Three districts of Haryana–Ambala, Rohtak and Faridabad have been declared as front runners in Tap connection coverage (100 percent) under Jal Jeevan Survekshan 2022-23 conducted by Government of India. While Ambala is at first place, Rohtak bagged second place and Faridabad third,Chief Secretary, Sanjeev Kaushal said.

Kaushal chaired a meeting of the Committee of Administrative Secretaries, held here to review projects worth more than Rs. 100 crores. About 54 projects worth more than Rs. 100 crores each of 10 departments including Technical Education, Power, Public Health Engineering, Civil Aviation, Public Works (B&R) and Architecture, Health & Family Welfare, Medical Education and Research, Irrigation-and-water”>Irrigation and water Resources, Cooperation and Home were discussed in the meeting. The total cost of all projects was around Rs. 16,000 crores.

The Chief Secretary said that speedy completion of big projects is one of the priorities and administrative secretary should ensure to complete the work of these public welfare projects in a time- bound manner keeping in mind the milestones fixed.

He said that the is providing a subsidy of Rs 11,500 for planting guava orchards, Rs 12,000 for lemon orchards and Rs 15,000 for amla orchards. Under this scheme, a farmer can plant an orchard up to 10 acres of land, he said.

This scheme will prove to be effective in compensating the crop expenditure to farmers by making their Horticulture crops risk-free from natural calamities. Farmers who are willing to adopt and get benefits of this scheme can contact the respective District Horticulture Offices along with their land documents, bank copy and Aadhar card, he added.

The whole year round, a study conducted by the Environment Science Department of the Guru Jambheshwar University of Science and Technology has revealed that the increasing Air Pollution in Haryana has become a serious concern and the seasonal practice of crop residue burning is adding to pollution.

The pollutant peaks in the post-monsoon season October-December, followed by winters. PM10 and PM2.5 increased by around 65112% and 131147% in the post-monsoon season compared to monsoons, which are usually considered clean seasons in terms of air quality as atmospheric pollutants are washed out by the rain in the season, revealed the study.

The satellite-based fire counts and source apportionment shows a significant influence of crop residue burning in the post-monsoon season and solid burning (cow-dung cake, woods, etc.) during winters on Haryanas air quality. The particulate matter, which is usually considered as a proxy of air pollution, have annual mean PM10 concentration in Zones-1, 2, and 3 as 156, 174, and 143 \/per cubic meter air\/ (gm-3), whereas for PM2.5 as 71, 85, and 78g m-3, informed Prof Narsi Ram Bishnoi, one of the leading authors of the research paper from the GJUST said.

The state authorities of Haryana will organise the Khelo India Youth Games 2021 in February 2022.

The Saraswati is not a myth and the river used to flow inHaryanatill early 15th century (1402 AD), finds a new study of the Centre of Excellence for Research on the Saraswati River (CERSR) in Kurukshetra University. CERSR director Professor A R Chaudhari, who has been working on the River since 2005, said the findings of his study Saraswati River in northern India (Haryana) and its role in populating the Harappan civilization sites A study based on remote sensing, sedimentology and strata chronology, has been published in the prestigious peer-reviewed SCI International Journal of Archeological Prospection, published in the United Kingdom by John Wiley publishing group.

The river system has two major paleo-channels. One passes through Yamunanagar, Ambala, Kurukshetra, Pehowa, Kaithal, Jind, Fatehabad and Sirsa before entering Hanumangarh in Rajasthan. The second represents the Drishadwati river, which is a tributary of the Saraswati in Vedic times, passes through Yamunanagar, Karnal, Panipat, Sonipat, Jind and Hisar districts before flowing through Rawatsar in Rajasthan.

The study found that the old bathing ghats (banks) at Bilaspur and Saraswati Nagar in Yamunanagar district, at Bhadrakali Temple in Kurukshetra and at Saraswati Tirtha, Thehpolar and Satora in Pehowa and at Thana in Kaithal are located on the same Saraswati paleo-channel which goes from Adi Badri in Yamunanagar to Sirsa in Haryana and further beyond into Rajasthan.

To establish a distinct identity for government vehicles, thetransport departmenthas stated a GV series for vehicles owned by government departments. The numbers of existing vehicles will be changed to the GV (government vehicle) series.

At present, there are three kinds of number plates; white number plates for private vehicles, yellow number plates for commercial vehicles and green number plates for electric vehicles. With the creation of the GV series, the state will have a fourth category of government vehicle.

To convert the registration number of government vehicles and obtain new number plates the owners of these vehicles will have to approach the transport department with their original documents.

In recognition of the improvement in sex ratio, the Chief Minister awarded the Deputy Commissioners of the districts of Fatehabad, Ambala, and Jind with cash Awards of Rs. 5 lakhs, Rs. 3 lakhs, and Rs. 2 lakhs, respectively. Apart from these, for improving Nutrition levels, the Deputy Commissioners of the districts of Faridabad, Narnaul, and Ambala received first, second, and third prize awards along with the cash reward of Rs. 2 lakh, Rs. 1 lakh, and Rs. 50,000 each.

Khattar honoured Manju Sharma with Sushma Swaraj Award, Ritu Lather and Monika Sharma with Indira Gandhi Mahila Shakti Award, Vandana with Kalpana Chawla Shaurya Puruskar and Chandraprabha Madan with Lifetime Achievers Award.
