The Goa governments flagship ST-elevation myocardial infarction (STEMI) programme, which was introduced three years ago to reduce heart-related mortalities, will be showcased during meetings scheduled to be hosted by the state from this month. As many as 2,573 patients have benefited from thrombolysis and 10,874 have availed of critical electrocardiograms (ECG) free of cost under the programme that has garnered national appreciation for being a model of digital Health innovation.

STEMI is a serious heart attack that occurs when blood flow to a part of the heart is completely blocked for a prolonged period, resulting in extensive damage to a large part of the organ.

It can be prevented through thrombolysis, an intervention by which a major blood clot is dissolved quickly, helping to restart blood flow. Thrombolysis has the potential to avert a heart attack that could otherwise be deadly.
Goas STEMI programme is being implemented at select primary health centres through the GMC and the Bengaluru-based Tricog Health Services Pvt Ltd.

Cabinet nod makes sewerage link mandatory for every house in Goa

The state cabinet approved the policy for providingsewerageconnection to all households across the state making it mandatory for all.

Existing households will have to pay Rs 5,000 for sewerage connection while for new construction, the amount is fixed at Rs 9,500. Besides, the households will have to pay 35% of water consumption bill as monthly sewerage charges for both existing and new connection.

The sewerage and development corporation of Goa Ltd (SIDCGL) is the nodal agency for providing sewerage facilities.

The existing and commissioned sewerage schemes include Panaji, Vasco, Margao, Fatorda and Navelim (part), Durbhat and Sakhali.

The ongoing sewerage scheme expecting commissioning include Margao, Navelim, Ponda, north coastal belt, Colva, Ponda and Porvorim.

As per the cabinet note, there is poor response for availing house sewerage connection by the public wherever connectivity is available. Accordingly, a draft notification is proposed for making the connections mandatory and the same is vetted by the law department.
During the year 2008-2010 as there was poor response for availing the connections, a one-time subsidised scheme for Fatorda and Margao was implemented by the government in 2010.

The cabinet note further said that since the government has spent huge capital cost in providing sewerage Network and providing connectivity, the same is required to be put for public use and it is proposed to be implemented with revised tariff all over Goa.

He said 11 lakh crore tonnes of E-Waste is being generated in India and the figure will rise by 20% next year.

The states environment minister Nilesh Cabral said that only 5% of waste in Goa is going into landfills and the aim is to bring this Percentage down. State pollution board gets new chairman

The has appointed former Vedanta associate Mahesh Patil as the new chairman of the Goa StatePollutionControl Board (GSPCB). The appointment comes after the term of the earlier chairman, which had been extended on four occasions, lapsed.

Patil has 25 years of experience in dealing with corporate sustainability, safety, and rehabilitation, reclamation and resettlement at several locations in India and abroad. He has successfully completed more than 25 environmental clearances to the mining sector and other industries in Goa, Karnataka, Odisha and Jharkhand. He is also behind ensuring environmental compliance at more than 15 sites across India and abroad.

No filaria cases since 2011-12, Goa to receive elimination cert from Centre

Goa has achieved the target of eliminatingfilariaand is expected toreceivea certification from thecentreby the end of this year. Thestatehas not registered a single fresh case since2011-12. It had recorded 96 chroniccasesa decade ago.

The directorate of Health Services (DHS) has also completed a mass drug administration (MDA) programme. This was conducted from 2004 to 2011 in the state. We also did a transmission assessment survey three times in 2013, 2016, and 2019 and tested children born after the completion of the MDA to determine if there was the presence of microfilaria in their blood samples. All test results were negative. Since no new cases have been recorded, we submitted our details to the centre, Mahatme said.

Besides, the 96 chronic filarial patients are monitored by respective health centres. A doctor visits them every two years and they are given a free mobility management kit.

Govt implemented 90% of budget proposals, says CM

Promising a realistic budget, chief minister Pramod Sawant on Wednesday said that the government has managed to meet the goals of the 2022-23 budget and has succeeded in meeting 90% of its expenditure targets.

The state budget for 2023-24 will focus on the ongoing efforts to makeGoa self-reliant, said Sawant. The chief minister held a review meeting and deliberations on the coming budget with various heads of departments to understand the views and requirements of various sectors.

For the first time we had a detailed budget exercise with the heads of departments and the accountants. First, we took a review of the previous budget. What we found is that in 98% we have been able to achieve the targets. You will see that the government has been able to implement 90% of the budget in the current financial year,” said Sawant after the meeting.

The chief minister has asked the department heads to identify schemes and funds that have been announced by the Centre so that the State Government can implement projects in the state using central funds. “I have set the target of availing maximum benefit out of centrally-sponsored schemes. The state will carry out schemes on priority areas like Education, healthcare, sanitation and tribal welfare,” said Sawant.

CM looks at making Purple Fest annual event

Chief minister Pramod Sawant offered to make the Purple Fest an annual event if other states do not show interest in hosting it. The festival is Indias first inclusive event celebrating persons with disabilities (PwDs).

Sawant said the reservation quota in Goa is the highest in the nation, which has been increased from 3% to 4%. Goa government has the highest paying pension of Rs 3,500 for 80% of the retired disabled while the rest get Rs 2,000.

He added that efforts are under way to make more buildings accessible and UDID certificates for the PwDs are being fast tracked. He also went on to list the several initiatives taken up by the central government for the benefit of the disability community.

Rules for plastic waste should be applicable from 2016: State to Centre

The has raised concerns over the implementation of the draft uniform framework for extended producer responsibility (EPR) under the Plastic Waste Management Rules, 2016, which has been notified by the Centre.

The state held that it should be applicable from the year 2016 and not from 2021, even as it estimated a Rs 21-crore loss to the exchequer if implementation began from 2021.
The framework, it said, should be linked to the goods and Services tax regime and should be implemented through any state government department or a special purpose vehicle (SPV) constituted by it, and not by a private agency.

It also urged the development of a national Software enabling all states to access data.
