Cabinet nod to backward commission to conduct triple test

The road map for providing reservation to Other Backward Caste (OBC) in local bodies and panchayats has been made as the State Cabinet today gave its nod to the constitution of State Backward Commission which will carry out a triple test for OBC categories.

It was decided to conduct a triple test for OBC reservation before the municipal . The State Backward Commission was given its responsibility. The commission will conduct a survey in the state and submit a report to the government, on the basis of which civic body elections will be conducted.

The triple test requires the government to complete three tasks for finalisation of reservation to OBCs in the local bodies. These include: a) To set up a dedicated commission to conduct a rigorous empirical inquiry into the nature and implications of the backwardness in local bodies, b) To specify the proportion of reservation required in local bodies in Light of recommendations of the commission, so as not to fall foul of over breadth; c) To ensure reservation for SCs/STs/OBCs taken together does not exceed an aggregate of 50 per cent of the total seats.
